Dr. Ohm

Dr. Ohm was a scientist at Puma-Dyne Labs who created the anti-weapon scrambler. He planned to give it to the Enforcers, but it was stolen right out from under his nose by Hard Drive. Ohm was ordered by Commander Feral to build a device capable of countering the effects of the first one, and although he didn't finish it in time, it didn't matter, as the Swat Kats eventually defeated Hard Drive.
