Project Tic-Toc was a secret time travel project that featured in Time Tunnel.
Background
Project Tic-Toc was a secret project made by the US government in an effort to create a working time machine designated as the Time Tunnel. When nearing completion, it becomes immediately apparent that the project is costing as much as the US's space program which results in US Senator Leory Clark in conducting an investigation of the research experiment. After this is completed, he concludes that the time tunnel is too costly with little reward in return and decides that the project should be shut down. He voices these opinions after being given a tour of the facility and informs the project leaders of his decision stating the Project Tic-Toc is a waste of time as well as resources on an experiment that does not work.
In an effort to preserve the project, Dr. Tony Newman, a key time tunnel scientist and physicist, decides to send himself back in time in order to prpve the worth of the project and gain the necessary fundings. However, by doing so ends up getting lost in time. The researchers of the project realize that they can chart Newman's progress but are unable to help or retrieve him. In order to save him from death, fellow scienist Dr. Doug Phillips is also sent through the Time Tunnel to rescue his younger friend. The two end up moving from one time period and another in a long quest to return to their own time.
Project Tic-Toc's base is a huge underground base located in the Arizona Desert with no visible signs of entry. The only known way in is through a large secret panel that, when opened, allows a car to quickly move through the doorway. Once the panel closed, only desert was visible allowing the project to remain hidden from prying eyes. Inside, the base consists of 800 floors deep underground and employs 36,000 personnel. The base was under the command of General Heywood Kirk who oversaw its operations. At the centre of the facility was the Time Tunnel and the controls for it. It was here that Dr's Ann McGregor and Raymond Swain worked to perfect the time travelling technology in order to get their two lost comrades home.
