History
Origin
The Tornado Twins were twins Don Allen and Dawn Allen both of whom were the direct descendants of Barry Allen who was the superhero speedster known as the Flash. (Adventure Comics v1 #373)
The pair were raised in the far future by their mother during a time when EarthGov grew more tyrannical where they looked to capture, experiment and exploit paranormals. In this time, Earth was also looking to join an interstellar confederacy of worlds though this move was opposed by a percentage of humanity whose xenophobic views rejected interaction with aliens.
