Bagalia
In time, business was booming in the country leading to it being the destination spot for the rich and famous. (Secret Avengers v1 #21.1)
Whilst in Bagalia, Arcade was approached by Kraven the Hunter who commissioned him with building something for him. (Amazing Spider-Man v5 #14)
Overview
In appearance, Bagalia was an island which was described as being a literal red-light nation yet remained a sovereign state. It allowed for people to pay to indulge in baser instincts and was popular among the rich as well as the famous.
