The Superhuman Restraint Unit were an elite team of operatives developed by S.H.I.E.L.D. that were tasked with apprehending superhumans. They were created in the wake of the Stamford Incident with legislation passed that saw the passing of the Superhuman Registration Act. (Civil War v1 #1)
