Delilah was created when Thailog sought to create an ideal mate. To that end, he commissioned Dr. Anton Sevarius to create a clone of Demona, but fueled by his own perversions he also combined Demona's DNA with Elisa Maza's, changing the clone's outward appearance to match Elisa's. Thailog designed her to be the perfect programmed companion, who'd do anything for him.
When Demona proved to be too unreliable (in his eyes) to keep around any longer, Thailog revealed Delilah to her and the Manhattan Clan, ordering her to kill them all. But Demona quickly released them, and Delilah battled Angela, and was beaten by her.
After the apparent deaths of Demona and Thailog, Talon brought Delilah and the rest of the clones to live with him and the Mutates in the Labyrinth where he'd teach them all to think for themselves.
Greg Weisman's Master Plan
In Greg Weisman's Master Plan, Delilah would have come into her own as a leader, and Thailog would have returned to try and reclaim both her and the clones. She also would have been Goliath's date during the Halloween 'Double Date'. Eventually she would have found herself a mate.
