Arnold Stromwell was a crime boss in Gotham City. As a child, 'Arnie' was almost killed by a train but saved by his younger brother Michael, who shoved him out of the way just in time. This cost Michael his leg. As an adult, Arnold became one of the most powerful crime bosses in Gotham City. Michael became a priest, but Arnold never quite got over the guilt he felt, blaming himself for what had happened to his brother. He married a woman named Connie and had a son, Joey.

Unlike his rival crime boss Rupert Thorne Arnold adhered to a strict code of honor that likely came about from his deep-rooted guilt. When his hoodlum nephew Tony Zucco, whose protection racket he already disapproved of, killed Dick Grayson's parents, instead of protecting him from Batman and the police, Arnold kicked him out of his house and disowned him.

Some years later, Joey disappeared and Arnold blamed his rival Thorne. So enraged was he over the apparent loss of his son that he allowed himself to lured into a trap by Thorne. He was saved by Batman however, who showed him that Joey was alive in a drug rehab center after becoming addicted to same drugs his father's organization pushed. Then and there he stopped and looked at his life. His marriage was crumbling. His son was a drug addict.

Ultimately, thanks to Batman's influence with some help from Father Michael, Arnold gave up his life of crime and turned state's evidence against Rupert Thorne. His mobster life behind him, he lived peacefully with his wife and son.
