History

The Bioterrorism Security Assessment Alliance (BSAA) was an organization created to help stem the tide against Bio-Organic Weapon threats. It was established in the wake of the Umbrella Corporation's dissolution in 2003 when many pharmaceutical companies saw their B.O.W. research enter into the black market. This led to them falling into the hands of organized crime elements and terrorists causing the death of many lives around the world. To combat this threat, the Global Pharmaceutical Consortium decided to create an anti-terrorist task force to combat bio-weapon threats with this becoming the Bioterrorism Security and Assessment Alliance. At its founding, the organisation consisted of only 11 elite individuals with their job being limited to that of observers for armies and police units around the world with them adding counter-terrorism operations. However, the BSAA was a civilian-led organisation and was limited in their scope as they were unable to conduct investigations, make arrests or even use appropriate force depending on the situation. Thus, it was reformed under the jurisdiction of the United Nations where they were a special forces team that were allowed within the sovereign territory of member states.

Several years ago, the BSAA received intelligence that revealed the location of Umbrella's founder Ozwell E. Spencer. This resulted in the BSAA's European Headquarters authorising an operation to apprehend the man with agents Redfield and Valentine dispatched on the mission. The assignment also afforded the pair the chance of obtaining more intelligence regarding the whereabouts of Albert Wesker.

On March 2009, Chris Redfield was dispatched to Kijuju to investigate a black market deal that involved a mysterious virus and ties to Ricardo Irving. Redfield had received information that his former partner Jill Valentine was still alive and intended to find her there. Upon landing, he met up with fellow agent Sheva Alomar where they worked to stop the spread of the secret doomsday project. Whilst investigating, the pair discovered many of the local inhabitants having been infected by a new strain of the Las Plagas parasites with the hosts seeking to murder the B.S.A.A. agents.

Overview

Its headquarters was located in England but further details were not released to the public. The only hint of their location was the fact that the BSAA's response time allowed them to deploy a team within 12 hours thus indicating they were near some air-transit location. Some sources also claimed that the BSAA had bases within the area that were under their jurisdiction. It had a number of branches around the world that were responsible for jurisdiction within their respective areas with these including:

  • European Headquarters : responsible for Europe and western Russia.
  • Middle East Branch : responsible for the Middle East and a part of Africa.
  • North American Branch : responsible for the entire North American continent.
  • South American Branch : responsible for the entire South American continent.
  • West African Branch : responsible for the western part of the African continent.
  • East African Branch : responsible for the eastern part of the African continent.
  • Far East Branch : responsible for Eastern Russia and countries east of India.
  • Oceanian Branch : responsible for Australian region with the Umbrella Antarctic Base falling under their jurisdiction.

Each Branch had a responsible number of operatives on their tactical teams with the majority coming from police, special forces and militaries from around the world. In addition, the support staff for the teams was equally quite large with them deriving largely from government organisations from different countries. Staff consisted of many groups of specialists in the fields of technical, medical, physical and mental expertise who assisted the tactical teams.
