Black Air was an intelligence agency established in Britain that had replaced the former Weird Happenings Organization which had been disbanded. (Excalibur v1 #86)
The British government experienced overtures from Genosha who had experienced a societal upheaval when the Mutate slave class had been freed after a civil war.
