History

The Central Organization of Police Specialists (C.O.P.S.) was a joint-police task force created by the law enforcement officials of Empire City. During this time, Brandon “Big Boss” Babel and his gang of crooks dominated the city where they ran rampant and the Empire City Police Department struggled to contain this criminal threat. This resulted in Mayor Davis requested federal aid with the FBI dispatching Special Agent Baldwin P. Vess to the task of bringing down the infamous Big Boss. During his investigation, Agent Baldwin was seriously injured in a car crash caused by a fight with the Big boss's criminal henchmen forcing the law enforcement officer to be taken to hospital. The damage to his body was critical and could have resulted in him having to face years of rehabilitation but Vess was instead fitted with a cybernetic bullet-proof torso allowing him to walk again. Seeing the danger posed by the Big Boss, Bulletproof decided to assemble a team of police specialists with the task of taking down Babel's criminal empire. Thus, he selected officers with unique skills to become part of the Central Organization of Police Specialists.

At one point, a charity dinner was being held on the most state of the art blimp in the city with this being the Mountback where two C.O.P.S. personnel were requested the attend the even. This saw Bulletproof and Hardtop attending the event which became a target of a Big Boss operation designed to rob the rich occupants attending the charity.

Overview

In appearance, C.O.P.S. was a special taskforce consisted of law enforcement personnel all brought in from different specialist backgrounds with the goal of dismantling the criminal empire in the city. Each was considered the best law enforcers in the United States with them individual officers possessing special skill, weapon, and/or vehicle used to effectively stop crime in its tracks, and is also based on a particular law enforcement archetype.

Members

  • Bulletproof : Baldwin P. Vess was an FBI Agent brought into Empire City by Mayor Davis to take down Big Boss and his gang of crooks. He was gravely injured after a conflict with some of the crooks. To save his life, he was given an experimental surgery which gave him a special armor-plated cybernetic torso to repair his body. The torso was bulletproof and could plug into other machines and control them whilst containing disks that could short circuit any robot or machine the crooks have up in their arsenal. As the leader of C.O.P.S., Bulletproof assigned officers best suited to handle a case.
  • LongArm : P.J. O’Malley was a male patrolman born and raised in Empire City who came to be a police sergeant for the Empire City Police Department where he came to be the second-in-command of C.O.P.S. He’s the 10th generation of O'Malleys to be a police officer and is a very firm believer in the law. He can detain or capture criminals using a device on his arm that fires out a single handcuff attached to a thin but strong cable
  • Bowser : Rex Pointer was originally a member of the Chicago PD's K-9 Unit. Bowser was an expert animal handler with an interest in dogs and Blitz was Bowser's cybernetic canine partner that was very intelligent and could think like a human being. Blitz was once a normal dog, but, like Bulletproof, he had to be rebuilt into a cyborg after a near-fatal accident.
  • Barricade : Stan Hyde was a cop from Detroit, Barricade often worked as a crowd control officer and also has skills as a negotiator for peaceful resolutions. He wears riot gear on patrol and uses the "MULE", a streamlined battering ram that can launch its head, to peacefully detain crooks and knock down doors and walls.
  • Sundown : Walker Calhoun a former member of the Texas Rangers, Sundown is a quick and gifted gunslinger, keeping a pair of pistols at his sides when needed. He also is proficient with a lasso.
  • Mirage : Susie Young an officer originally from San Francisco, where she did mostly undercover missions. A master of disguise, Mirage is able to spy on the crooks unnoticed.
  • Mace : Colt Howards was originally a member of the Philadelphia S.W.A.T. team, Mace is a very skilled weapons expert and can contain the toughest situations single-handedly. He is rarely ever seen without his trusty laser bazooka.
  • Highway : David E. Harlson was originally a member of the California Highway Patrol based in San Francisco, Highway rides the "Bluestreak" motorcycle, the fastest vehicle in the C.O.P.S.' arsenal. Because of the "Bluestreak's" speed, Highway often cuts the crooks off before they can escape.

  • C.O.P.S. was created by Bruce Shelly and featured in the setting of the C.O.P.S. universe.
