Dr. Sunagawa was a seismologist employed by the Earthquake Institute, who was called in to investigate the "strange underground rumblings" outside of Kitamatsu, and to look into the possibility of the dormant volcano Mt. Aso erupting. He later expressed grave concern about the Japanse Self-Defense Force's plan to bomb the Toya crater to destroy the Rodans living in it, fearing this would cause the volcano to erupt.
