Biography
Ignatius Ogilvy
He was on the streets after an incident with his parents when he was taken in by the Penguin. (Detective Comics v2 #13)
However, the Ghost Dragon assassin would not accept failure and interrupted the event in an attempt to murder Bruce Wayne. Cobblepot was furious and believed that Ogilvy had failed him where he intended to take his head for the disaster with Ignatius convincing his boss that this was simply an opportunity.
