In time, he came to be the leader of a criminal organization known a the Rats in the House of the Dead.

From a café, he remotely directed the operations of the Rats through the use of music over the radio. This allowed him to evade capture when both the Armed Detective Agency and the Port Mafia struck at his headquarters. Despite his careful planning, Fyodor's forces were defeated and Puskin was captured where he was forced to undo his virus ability over the two organizations respective leaders. He then decided to depart but came to be surprised to find Dazai waiting for him in the cafe. Osamu revealed he had uncovered Fyodor's location with the aid of Fitzgerald through the use of his newly acquired tracking software allowing them to pinpoint Dostoyevsky's location. It was then that the authorities arrived on the scene where they arrested Fyodor. When one of the men attempted to apprehend Fyodor, he used his ability to kill the man but willingly surrendered to them as they took him away.
