Hawkins was a DEA agent who along with Mullens accompanied James Bond and Felix Leiter on their improvised raid to capture Franz Sanchez in the Bahamas. After Sanchez escaped, and maimed Leiter and killed his wife Della, Hawkins expressed remorse for his friend but could do nothing legally with Sanchez out of the country. After Bond took the law into his own hands and raided Milton Krest's Florida laboratory, Hawkins turned Bond over to M.
