Heimlich Maneuver

The Heimlich Maneuver was a plan instigated by Heimlich Menudo, which involved holding Cape Suzette hostage with a fleet of hydrogen blimps and forcing the citizens to hand over all of their diamonds to Menudo, or else the blimps would bomb the city. Menudo was able to keep in contact with the blimp crews (or so he thought) through skywriting secret messages.
