Biography
Parker Robbins
In the wake of the Superhuman Registration Act, Robbin's decided to give the call out to all criminals for them to organise under his control. He offered that they work together in the chaos of the Civil War that erupted in the superhero community. Parker offered each attendee seed money to start up their operations on the condition that they consult with him and report to him of any encounter with any superheroes whereupon they would act as a combined group against the hero by targeting their loved ones. As a demonstration for Jigsaw, he targeted Tigra in her civilian identity where he brutally beat her up in her apartment and threatened to kill her mother if she made a move against the criminal community with the entire event being taped as well as shown to his comrades. This caused the supervillain crime community to flock under his banner where they later launched a Deathlok as a distraction against Tony Stark whilst they robbed a bank. Afterwards, they witnessed a Symbiote attack on the Mighty Avengers with the Hood seeing this as another grand opportunity. (New Avengers v1 #35) They used this as an opportunity to make more money when they were attacked by the New Avengers who had gathered other superheroes to attack the Hood along with his allies. Despite their resistance, they were defeated but the Hood managed to escape where he began to free his captured comrades which was a demonstration that he operated differently as he did not intend to leave his allies in prison. After freeing the Wrecker, he intended to take the fight back to the Avengers and show how he along with his villainous allies intended to strike back. (New Avengers v1 #36)
Among those he sought to free from S.H.I.E.L.D. was Madame Masque where he teleported in and killed the agents that had her detained. However, both him and Masque were shocked to see the bodies change into the form of Skrulls. This led to him concluding that the aliens had infiltrated the planet as part of a planned invasion and he kidnapped another S.H.I.E.L.D. agent he suspected was a Skrull where he unmasked the creature before his syndicate of criminals. From the aliens torture, he learnt that the Skrulls had intended to conquer Earth based on a prophecy that stated that it would be their new homeworld. The Skrull died from torture but the Hood learnt that the aliens had intended to infiltrate each of the powered groups on the planet with his syndicate being a new force that they sought to control. Furthermore, from his powers, he was able to see an infiltrator in the form of the Slug who he killed whereupon he thought about his next move after the syndicate moved from their headquarters to a new site. During this time, he questioned the mystical hood about the powers it granted him whereupon it was revealed that it was Dormammu who inhabited it and offered his mystical power to Robbin's as part of their alliance. During the Dark Reign, Director Osborn came to head the Dark Avengers and was appointed as the successor to Tony Stark in matters relating to national security where he headed the organization that replaced S.H.I.E.L.D. He tracked the location of the fugitive Avengers but rather then confront them with his team as he suspected it was a trap he instead sent the information to the Hood whose gang of supervillains ambushed the superheroes at their hideout. (New Avengers v1 #50) Dormammu's possession of Robbin's body caused him incredible pain as the demon guided his actions to target Doctor Strange in order to claim the possession of Sorcerer Supreme. The Hood in a more demonic form thus targeted Strange as he was checking to see if Wiccan was a worthy replacement with the two escaping. (New Avengers v1 #51) After his failure, he became desperate in finding Strange with Madame Masque finding out about his possession and urging him to find the Doctor. (New Avengers v1 #52) The Hood then targeted another mystical user in Daimon Hellstrom with the hope that they were the designated replacement to Strange leading to a fight between the pair that was interrupted by the arrival of the New Avengers. (New Avengers v1 #53) Despite his plans, he was thwarted when the Eye chose Brother Voodoo to be the new Sorcerer Supreme where he assisted the New Avengers alongside Daimon Hellstrom in capturing the Hood where they exorcised Dormammu from his body. The Hood was then captured and arrested where he was taken to hospital as hid body was covered in burns from the forced exorcism. He was then visited by Loki who offered him a second chance as she had wanted an ally to be present alongside her during the fall of Norman Osborn with Robbin's accepting the offer. (New Avengers v1 #54) He along with Madame Masque were taken to Cuba where Loki showed them the Norn Stones that offered him a new source of mystical power. (New Avengers v1 #56)
Robbins then called a meeting with Osborn on the H.A.M.M.E.R. Helicarrier with his former gang who were surprised to see the Hood who brutally killed Jonas Harrow for betraying him by shooting his head off. (New Avengers v1 #60) Afterwards, he met with Osborn at the ruined Avengers Tower where Norman asked for the aid of his gang to lay siege to Asgard that now resided in Broxton, Oklahoma. In exchange for his help, Robbin's was to be made the new head of the Thunderbolts program thus gaining immunity from prosecution not just for him but his entire gang. He sold this idea to his gang with him threatening to remove the Norn enhanced powers from those that objected leading to them agreeing to take part in the siege. Alongside Madame Masque, they attacked the Asgardians along with the superheroes that arrived to provide aid but the entire battle stopped when the Sentry succumbed to his Void persona thus going on a rampage. During this time, Loki took back the power from the Norn Stones and gave it to the heroes to aid them against the Void. This saw a desperate Hood search for Madame Masque as he believed she had been hurt but found her unharmed with the two escaping the scene. (New Avengers v1 #64)
After his arrest, he was kept detained at the Raft where he attempted to bribe guards to secure his release but no one fell for his offers. Due to his lack of powers, he was transferred to Ryker's Island with the general prison population which was where he encountered an Inhuman called Ertzia. (Avengers v4 #9) This sparked Robbin's new quest for power as he intended to claim the Infinity Gems with him hiring a guide to take him to the last location of Attilan in the Himalayas. He entered into the underground catacombs where he found the location of the Reality Gem which he claimed after breaking the container holding it. With it, he used it to break into the Baxter Building and steal the Power Gem from Reed Richards care and decided to test his newfound might by conjuring the Red Hulk to fight. (Avengers v4 #7)
In the wake of the Pleasant Hill incident, he sought to gather a new team of supervillains under his banner where they formed a new incarnation of the Illuminati. He claimed that their goal was to attain power and prove themselves superior to other villains as they sought to take control of the world. (Illuminati v1 #1)
He approached Mayor Wilson Fisk stating that he would be taking over his position as Kingpin of Crime before departing. Parker was confronted by the Defenders who were provided the information on the Hood's location by Black Cat. Robbin's then assembled the various crime lords stating that they needed to rework their approach where he offered to make them each a Kingpin of a respective territory with himself as the Kingpin of Kingpins that managed them. It was then that the Defenders brought in numerous other superheroes to shut down the crime boss summit. (Defenders v5 #10)
Afterwards, he was arranging an illegal weapon exchange deal that was interrupted by Hawkeye who managed to help in the capture of the Hood. Parker was taken into custody for trial but Mayor Fisk pulled strings that led to Robbin's release. Hawkeye confronted the Hood but he simply enjoyed the hero being helpless in stopping his release and departed the scene. (Hawkeye: Freefall v1 #1)

For a time, his hood actually was linked to the magical being Dormammu who afforded him the great mystical power. (New Avengers v1 #46)
This allowed him to make use of magic spells that included:
- Door of Dormammu : a teleportation spell that allowed him access to transport himself and others from one location to another. (Illuminati v1 #1)
He stated that the guns he used were primarily for show as he could still fire destructive energy blasts from his hands when he had his fingers in a gun gesture. With these, he could fire a powerful mystical blast that could devastate the floor of a large building. (Defenders v5 #10)
At one time, he came to possess the Asgardian Norn Stones that were a source of magic from the immortal realms with these being able to make the dreams of the wearer a reality. (New Avengers v1 #56)
Afterwards, he sought a new means of power which was when he sought to claim the Infinity Gems after learning of them. (Avengers v4 #7)
He came to create a lair known as the House of Hell that was located within a Hell dimension. (Illuminati v1 #6)
