Inspector Muller was the chief of Police in Frankenstein by the time Dr. Gustav Niemann and Daniel, posing as Professor Bruno Lampini and Sherman, came to town. Muller refused to let them exhibit their chamber of horrors in Frankenstein, because as far as he was concerned, the town had seen enough horrors over the years.
