Jean DeWolff was a red haired female human born in the modern age where she was the daughter of '''Phillip DeWolff''' with her having an older brother named '''Brian DeWolff'''. Her father Phillip had joined the police force where he held the position of Commissioner with both his children entering into the profession. Brian had gone to the police academy and become an officer with Jean also following a similar path. However, Phillip disapproved of his daughter becoming a police officer as he believed women had no place in such a job though Brian had always supported her. One day, her brother was out on patrol when their car was hit by another and five attackers emerged where they attacked the officers inside. Four of the attackers were shot but a fifth one had seemingly killed Brian whose body was never recovered from the scene of the crime. The next day, Jean graduated and appointed to a precinct where she began work as an assistant detective that was charged with investigating her brothers disappearance despite her father's protests. Her investigation uncovered nothing in the span of the next two years regarding Brian's disappearance and the case was ultimately closed. (Marvel Team-Up v1 #49)

Upon meeting his contact, he was attacked and shot in the leg where it appeared that he killed his informant who had turned on him. Lieutenants DeWolff and Watanabe went to recover him where he was taken to the hospital. Afterwards, DeWolff informed Captain Stacy that a case was being made against him as his informant had ledgers involving bribes from the police force and that his death made it appear that George had killed him to hide his involvement in the crime.
