History

Pre-Crisis

The Kryptonian Science Council was a governing body that once existed on the planet Krypton.

The legislator Fedra Shu-El was responsible for helping setting up Kandor's first Science Council. In 9852 on Krypton, the nations of Krypton unified to make a planetary confederation where they decided to make a constitution and elect a Science Council to govern. By the year 9873, the great architect and master builder Gam-El sought to rebuild Kryptonopolis with some suggesting that the Science Council move from Kandor to it. A vote held by the Council came to pass and the motion to move the capital to Kryptonopolis was rejected. (Krypton Chronicles v1 #1)

Following his defeat at the hands of General Zod, Zo-Marr was taken before the Science Council who condemned his actions after he attempted to conquer the planet. He was sentenced to lifetime imprisonment where he was incarcerated in a satellite prison. (DC Comics Presents v1 #84) Two candidates that were to be selected to be chosen to join the ranks of the Science Council were Jor-El and Gra-Mo who were in competition with one another for the post. Jor-El ultimately won due to his invention of the Phantom Zone Projector. In his anger, Gra-Mo revealed that he was a shadowy crime lord on Krypton and he along with his underlings took control of Krypton's robot police. The criminals were ultimately defeated but the Phantom Zone Projector was not operational at the time leading to them being banished in suspended animation capsules launched into space. (Superboy v1 #104)

Jor-El had a meeting with the Science Council who discussed about the return of Ner-Gal after he completed 4 years of his sentence. However, Jor-El believed the criminal needed to complete his sentence for a full rehabilitation thus necessitating in the Kryptonian remaining for another 6 years in orbit whilst attached to the rehabilitators. In response, the villain came to project his mind onto Krypton where he possessed numerous people including Lara and the infant Kal-El where he attempted to kill Jor-El until he was defeated. Jor-El then brought a motion to the Science Council to transfer Ner-Gal to the Phantom Zone for the attempted murder with the sentence being passed by them. (Superman v1 #286)

On the super-scientific civilization 10,000 day anniversary, Jor-El discovered evidence from a drilling mechanical mole of a possible chain reaction that would destroy Krypton. He took his findings to the Council of Science but they rejected his data and instead devoted their time to the 10th millennium celebrations. After the birth of his son, he began to find a possible home for Kal-El who he intended to escape Krypton's face. He learnt of the planet Earth and that world provided Kryptonians with superhuman abilities. Jor-El brought his findings to the Council who refused him again as they did not believe his predictions of their worlds demise though Val Arn and Khai Zor feigned interest. (Action Comics v1 #223)

The scientist Orn-Zu through psychic calculations determined that Krypton faced destruction and brought his findings to the Science Council. However, they refused to believe him and denied his petition whereupon he embarked on his own planet to save his world. He created the furry android Jorlan that attempted to take Krypton's children to space through its hypno-force. However, planetary defenses managed to knock the robot into deep space whereupon Orn-Zu was apprehended and exiled into the Phantom Zone. (Action Comics v1 #506)

Post-Crisis

Following the Crisis on Infinite Earths, a new version of reality was created with a different history of events.

At some point, an alien figure known as the Cleric had come to Krypton where he sought to preach the belief in the divine deity that was part of his holy commune's faith. He managed to gather a following of believers who listened to his words of non-violence and spirituality. The faith was seen as a threat to the Science Council who refused to believe in such superstitions that argued against the practice of cloning employed by Kryptonians. To combat the faith, the Science Council formed an alliance with the adherents of Rao where they claimed that he accepted the use of clones as living beings. Eventually, the Cleric's presence on Krypton was seen as being too dangerous to the Science Council who plotted his death where they had the Eradicator for the task. An apostle of Cleric came to learn of this and passed this information to the Cleric who asked his believers to not respond with violence. Instead, they met the enforcers of the Science Council where they showed that they meant no harm and to stop further hostilities the Cleric suggested that he take his adherents off-world to the home of the holy commune to practice their work in peace. One of the enforcers then struck at the Cleric who managed to miraculously survive the weapon leading to a fight between the two sides. During this time, the improper handling of the Eradicator caused it to erupt an energy blast killing many people. In the aftermath, the Cleric rounded up his followers where he determined that the Science Council would blame them for the incident so he suggested they depart Krypton on his great ark. Some of his followers decided to remain behind whilst the others escaped the persecution of the Science Council by going into space. (Action Comics Annual v1 #2)

Generations ago, during the height of the Kryptonian empire their civilization spread across many worlds in space. However, Har-Zod's Military Council lost the elections to Bav Sor-El's Science Council who became the new leadership body on their world. This led to a recall of all Kryptonian forces back to Krypton as they sought their empire as tyrannical and immoral. With their forces recalled, their fleet was decommissioned and dismantled. (Superman v1 #669)

Later on, scientists Non and his student Jor-El came to warn the Science Council of dangers involved in Jax-Ur's interstellar experiments but they were ignored. This resulted in an incident that caused the destruction of Krypton's moon and ultimately led to the loss of the city of Kandor. (Action Comics Annual v1 #10)

Afterwards, Non and Jor-El came to determine that the core of Krypton had become unstable that would lead to the planet exploding in a few short months. Once again, their findings were ignored by the Science Council who even sent soldiers to stop any further studies and banned further talk on the matter. Despite that, Non came to defy their edict and looked to appeal to the masses where he suggested that they evacuate their world. His words even came to be heard by General Zod and his lieutenant Ursa who sided with the man. In response, the Science Council had Non kidnapped in the night where they lobotomised him in an effort to silence him where they left him on the edges of the Scarlet Jungle. The act enraged Zod who staged a rebellion against the Science Council and attempted to sway Jor-El to his side but the scientist refused to engage in an act of violence. Thus, Zod, Ursa and the lobotomised Non launched their attack where they killed many members of the Council before they were apprehended. They were set to be executed had Jor-El not intervened where he suggested to the Science Council that they instead be banished to the Phantom Zone. (Action Comics Annual v1 #10)
