Origin

Bilal Alsselah (Arabic: بلال الصلاح)

During the riot, he was confronted by Batman leading to him going on the run but found two people dressed in the garb of the Dark Knight where they arrested him. However, the American vigilante had arrested the wrong person as he initially believed the man to be responsible for a string of murders in Paris but he was mistaken. (Detective Comics Annual v1 #12)

He was accessing the police database when he heard a report of a breakout from Le Jardin Noir (The Black Garden) that was the French equivalent of Arkham Asylum. Batman and Robin arrived on the scene to aid the Nightrunner to stop the Man Who Laughs who was responsible for freaking the in-mates. (Batman and Robin v1 #26)

Following the Flashpoint, a new version of reality was created with a different history of events.
