The Russian-American Coalition for the Annihilation of the U.S. Postal System was an incredibly long-named group of 'neo-Soviets' who, for whatever reasons, sought the downfall of the United States Postal System. They were also the ones responsible for Metcalf's problem. They planned to use the Red Scare to kill the postmaster general, but were stopped by the Tick and Arthur (well, really just the Tick) before they could reprogram the robot to do so.
