After the Stamford Incident, the Superhuman Registration Act was passed leading to stricter control over the use of superheroes in the United States. Among those created was the second incarnation of The Order that was under the oversight of Iron Man with their jurisdiction being the California region. (The Order v2 #1)

Overview

The second iteration of the Order consisted of superhumans who were evolved from ordinary people and given their superpowers as part of the Soma Process.
