History

The Vatican Papal State was based on the Vatican City that was a sovereign territory of the Holy See that had been founded in 1929 AD by humanity. By 2080 AD, the human population on Earth had exceeded 12 billion people thus creating a severe strain on the planet's resources. To curtail the increased overpopulation, the United Nations initiated the Red Mars Project that was a global effort to colonise the planet Mars. Despite initial progress, the project was stalled after the discovery of an unknown advanced spacecraft called the Ark. Within it, they came to uncover many advanced technology that included the Kudlak Bacillus and the Crusnik nanomachines. The colonists came to all seek possession of the Ark and its technology causing them to turn against one another resulting in a conflict on Mars that continued on Earth. All unity was shattered as efforts to colonise Mars was abandoned as the nations fell into a global war that resulted in a nuclear apocalypse that affected Earth which became known as the Armageddon.

In the aftermath of the fighting, most of the Earth was rendered barren and uninhabitable. By contrast, Europe was spared from the effects of the nuclear holocaust, however—as were parts of the Middle East and North Africa. Whereas most of the world became contaminated by radiation from the nuclear fallout, Europe was only affected by biological warfare. The loss of life notwithstanding, Europe remained suitable for human habitation compared to the rest of the now nuclear irradiated planet. The Catholic Church not only survived the destruction of the old world, but also became a major factor in the preservation of human civilization. In addition to the Church's rise as a political and military power, its sovereign territory—the Vatican Papal State—expanded far beyond the original borders of Vatican City. By the 31st century AD, almost a millennium after the events of the Armageddon, the Vatican had grown to cover the lands of 21st century Italy, Switzerland, and most of the former Yugoslavia.

In the wake of Armageddon, the remaining humans survived only to endure another catastrophe: the Dark Ages, a period of conflict that nearly drove the remnants of mankind to extinction following the Mars colonists' return to Earth. Exposure to the Kudlak Bacillus and Earth's closer proximity to the Sun caused the "Returners" to develop vampire-like symptoms, ultimately spawning the Methuselah race. The Crusnik siblings Cain Knightlord, Abel Nightroad and Seth Nightlord who were artificially-bred humans created for the Red Mars Project who joined the war and took the side of the Methuselah due to their resentment of humanity.

With the Methuselah under their control, the Crusniks embarked on a genocidal campaign that resulted in the deaths of millions of Terrans—the descendants of Earth-born humans who never lived on Mars. However, one Returner refused to participate in the annihilation of the human race; Lilith Sahl, the fourth Crusnik, joined the war on the side of humanity by forming an alliance with Pope Gregorio XX of the Vatican. She also supplied the humans with technology and electricity in several places, including Budapest and István. Under her leadership, the Terran army defeated the Methuselah in the Battle of Paris. Shortly afterward, Knightlord lured Sahl to the Ark under the false assurance of his "desire" for a peaceful resolution to the war. Sahl was murdered by Cain, but her martyrdom ultimately caused Abel to repent for his actions against humanity. After Sahl's murder, her body was buried under Rome.[8]

Overview

Government

In appearance, the Vatican Papal State was a human nation formed on Earth that was centred at Rome. It was held as the most powerful human organization on the planet with the human people looking to them for safety and support.

Leadership of the nation was held by an individual holding the position of Pope. They were the sovereign head of state and held the highest legal authority. Each of the branches of government was held by one of its Ministers. Within the Vatican, a high ranking position in the government was the Cardinal who sat in College of Cardinals.

One body was the Ministry of Holy Affairs that was a pontifical government branch responsible for the international relations of the Vatican. It governed the Vatican's foreign diplomacy and served simply in the role of a department of foreign affairs. When situations with diplomacy became difficult then a special branch of the Ministry was called into action and were known as the AX. A special division of the ministry was the Papal State Affairs Special Operations Section (Latin: Arcanum Cella Ex Dono Dei; (教皇庁国務聖省特務分室,Kyōkō-chō kokumu Seishō tokumu bunshitsu) whose agents being elite priests and nuns who were trained in different forms of combat and many of whom had special technologies granted to them through the use of Lost Technology. The members of A.X. served under Cardinal Caterina Sforza and were referred to as deputy enforcers as they were often sent on missions to investigate issues that related to or involved vampires.

Another government branch was the Ministry of Vatican Papal Doctrine that was responsible for the promulgation and defense of the doctrine of the Catholic Church. Its sole objective is to protect the Holy See from all threats, including heresy and hostile Methuselah. Its own special division called the Department of Inquisition (教理聖省異端審問局,Kyōri Sei shō itanjinmon-kyoku) that consisted of an elite group of fighters who saw themselves as the soldiers of God. They carried out their orders under the Vaticans will through the orders of Cardinal Franceso. The first of the mandates of this department was the extermination of all vampires which meant that they often resorted to extreme methods to carry out their orders. As such, the Inquisitions agents regularly clash with that of Cardinal Caterina's deputy enforcers in the A.X. Within the Vatican, it is said that many Inquisitors are chosen by the church at a young age where they are conditioned to a state that they despise anything that goes against the authority and beliefs of the Catholic Church. Their violent tendencies mean that they are known by the nickname of the "Fang of the Church" by the A.X.

A further governmental body within the Vatican Papal State was the Ministry of Vatican Public Relations.

Governance was achieved through the use of Canon Law and Ministerial Regulations.

The Carabinieri or Special Police was responsible for law enforcement agency in charge of maintaining order and security in Rome.

Finances were paid in the form Dinars with this serving as the currency of their nation. Priests of the Vatican were paid a stipend for travel and bare necessities but did not allow for luxury.

Their capital was the Vatican City that was the religious and political headquarters of the state. It was located atop Vatican Hill on the western side of the River Tiber in Rome in a modern complex.
