History

Origin

Xebel was an underwater kingdom populated by a race of Atlanteans where it was a penal colony where a group of separatists had been banished centuries ago by Atlantis during one of its many civil wars. Thousands of the dissidents were exiled in an underwater world that was sealed off from the rest of the planet with it being hidden behind an impenetrable invisible barrier. In time, the region became known as the Bermuda Triangle and the people of Xebel had made many attempts at escape from their prison but all these had failed. One day, the King of Xebel came to train his daughter Mera where she was trained to be the ultimate weapon and taught to hate the Atlanteans. One day, a fissure had formed that was small enough to only allow one person through to Earth with the Xebelian King sending Mera through with the goal of murdering the Atlantean monarch. (Brightest Day v1 #6)

At some point, Black Manta was known to had encountered the secret kingdom of Xebel. (Brightest Day v1 #6)

Post-Flashpoint

Following the Flashpoint, a new version of reality was created with a different history of events. Xebel was a city of Atlanteans whose origins were traced to ancient Atlantis during the reign of King Atlan. In that time, Atlan created a golden age for his people that saw his people become the dominant force on Earth until his brother Orin led a sect that plotted his downfall. This culminated in an assassination attempt on Atlan whose wife and children were killed leading to him forging relics that he used to punish the Atlanteans that betrayed him. This saw Atlantis being shattered and sinking to beneath the ocean that killed 90% of the population whilst transforming the survivors into a water-dwelling race. This led to the formation of seven kingdoms that included the Atlanteans of Atlantis, monstrous Trench and the exiled people of Xebel. (Aquaman v7 #24) The other Atlantean nations were shown to be the crab-like Kingdom of the Brine, the otter-like Wright kingdom and the luminescent Kingdom of Sea Lights. (Aquaman v8 #61)

The city then came under attack from the Trench who unknown to the inhabitants were looking for a relic stolen from them. Jackson Hyde played an invaluable role in pushing back the attackers with the Trench vowing revenge. (Aquaman v8 #63)
