Safety inspector for the (unnamed) mining company in Kitamatsu. He was close friends with many of the company's mine workers, including Goro, whose sister Kiyo he was planning to marry. The wedding plans were interrupted by the disappearance of Goro and another miner, Yoshi, whom Goro was suspected of killing even though Shigeru refused to believe that his would-be brother-in-law was a murderer. When the deaths in the mine were revealed to have been caused by a colony of Meganurons, Shigeru and Police Chief Nishimura led a search party into the mines to eradicate the giant insects.

Shigeru became trapped in the caverns adjacent to the mines by a cave-in, where he discovered a gigantic egg that hatched into a baby Rodan. The 'sickening sight' of the Rodan eating all of the Meganurons drove Shigeru temporarily insane and when he was discovered, he had amnesia. His memoriy eventually returned to him however when he saw the eggs that Kiyo's pet birds had laid begin to hatch, reminding him of his terrible ordeal in time to inform Chief Nishimura and Professor Kashiwagi of the Rodans.
