Commissioner Wa was the chief of the Quetong police force. He enlisted the help of Dr. Benton Quest to solve the mystery of why the fish in Quetong's waters were poisoning people. When Quest and Race Bannon attacked General Fong's stronghold in order to rescue Jonny, Hadji and Bandit, Commissioner Wa arrived with a boatload of police officers to round up Fong's men.
