Lodge was a man who lived in London. During the dinosaur invasion, when the military evacuated everyone, he stayed behind in the city and became a looter. He was arrested by General Finch's regular British Army troops and taken to a detention center at a theater along with the Doctor and Sarah Jane Smith, who Finch's men mistook for other looters.
