Chuck Cougar is the grandfather of Chance Furlong. He was an Enforcer test pilot who went missing.

Details about Chance's grandfather, including his name, were revealed by creators Christian and Yvon Tremblay when discussing the potential sequel to the series, SWAT Kats: Revolution. According to them, Cougar was captured and experimented on by Dr. Viper and turned into a mutated monster, but retained his sentience, escaping and living in the depths of Megakat Swamp.
