Ralph Fell was a Global Chemicals employee. When Jo Grant and Bert Pritchard became trapped inside the Llanfairfach mine, BOSS, knowing that UNIT and the Doctor would request rescue equipment, ordered Stevens to brainwash Fell so he would lie and tell Brigadier Lethbridge-Stewart that Global Chemicals had no such equipment. He did.
