Dr. Burton was the head psychiatrist at Arkham Asylum. His patient was once Harvey Dent, alias Two-Face, until Dent escaped and was killed at Claw Island. Later his patient became Edward Nygma, alias the Riddler.

Probably named after Tim Burton, who directed the previous two Batman films.
