Ralph Fell.

Ralph Fell was a Global Chemicals employee. When Jo Grant and Bert Pritchard became trapped inside the Llanfairfach mine, BOSS, knowing that UNIT and the Doctor would request rescue equipment, ordered Stevens to brainwash Fell so he would lie and tell Brigadier Lethbridge-Stewart that Global Chemicals had no such equipment. He did.

Later, the Doctor and Jo as they tried to escape from the mine by climbing up a pipe Global Chemicals used to dump its toxic waste down into the mine, and so the brainwashed Fell attempted to kill them by flooding the pipe. However, Mark Elgin, who had noticed Fell was acting strangely, intervened and stopped him, saving the pair.

When Fell returned to Stevens and reported his failure, BOSS ordered Stevens to program Fell for self-termination. Stevens complied, and shortly thereafter Fell ran and committed suicide by leaping off of a balcony, falling to his death.
