Cecil, Ned

Ned Cecil was an investor in Victor Von Doom's company. Following the massive failure that was Reed Richards' experiment, Cecil and his fellow investors pulled all of their money out of Victor's company, leaving him financially ruined. In revenge, Victor killed Cecil in a parking garage by firing a massive blast of electricity clear through his torso.
