The Anti-Crime Network is an organization that features in the Headhunter video game series.

History

The Anti-Crime Network (ACN )was an organization that was formed in the United States by the early part of the 21st century. This was due to the rise of crime which had spiralled out of control in Los Angeles which necessitated immediate action. Thus, the President of the United States authorized the creation of the Anti-Crime Network in 2019 which saw the contracting of special law enforcement bounty hunters called "Headhunters" who were hired to hunt down criminals from city to city. Their operations often meant that they fought against various criminal syndicates and other such groups in order to achieve their mission objectives. Those caught suffer punishment that involved their organs being involuntarily removed as the global market had shifted from currency to acquiring of bodily organs. In addition, Doctor Ernst Zweiberg who was working for the ACN was successful in creating the first tagging based system that involved placing chips into a captured criminal allowing for the control over their brain as a method of punishment.

Despite the brutality of such acts, the ACN proved to be largely successful and helped drop the crime rate down to near non-existent levels though this saw the rise of a new criminal organization called the Syndicate who saw the ACN as being little more than a dictatorship who were stealing the freedom of ordinary civilians. Thus, they made regular interrupations of television broadcasts of the State Lottery in order to push their message across to the public. However, the greatest hit that the network took was when its head Christopher Stern was brutally assassinated by an unknown assailant. This saw the entire ACN being thrown into disarray and a manhunt was made to catch the criminal behind the killing with most of the evidence pointing to the Syndicate. At this point, top ACN Headhunter Jack Wade was escaping bizarre experiments being conducted on him and later passed out leading to a memory loss of past events. He was later visited by Angela Stern, the daughter of Christopher Stern and convinced Wade to help her track down her fathers killer as well as agreed to help him regain his memory. Over the course of events, it was learnt that Dr. Zweiberg along with Biotech Labs had been working on a secret conspiracy to wipe out the human race and leave behind the perfect human specimen known as Adam. They planned to distribute the EVE virus to accomplish this feat but were defeated before they could accomplish their goals.

Overview

Being a law enforcement agency, the headhunters employed by the ACN were ultimately responsible for the apprehension of criminals. These individuals often suffered from "chipping" with experimental implants being placed on them. Furthermore, they suffered from organ removals so that their bodily parts were used for the benefit of law abiding citizens. The strict actions of the ACN and the government meant that there was a strict censorship over the media with news as well as the law measuring every aspect by their value to the state. A major source of revenue for the ACN was the State Lottery that served as a fundraiser for their activities.

Before qualifying for being a headhunter; these bounty hunters were first required to pass a test called LEILA. This stood for Law Enforcement Intelligence and License Approval (L.E.I.L.A.) which was a virtual reality simulator that gave ACN bounty hunters their license. This license had various levels with a C-license being the lowest and gave its headhunter the least in terms of weaponry. Above that was a B-License, an A-License, a AAA-License with a Star-License being the highest qualification given. Weapon used by its officers were Electric Neural Projectile (ENPs) that were designed to subdue their targets rather than kill them.
