The Borad.

The Borad was once the brilliant scientist Magellan, he was accidentally fused with one of the primitive beasts known as the Morlox by the chemical Mustakozene 80. Driven mad by the experience, he came to rule his world of Karfel through deception and the power of his creations, an army of androids and the fearsome Timelash. He was defeated by the Sixth Doctor, sent by the Timelash back to 12th-century Loch Ness.

Expanded Universe

The Borad was shot dead shortly after arrival by Celestis agents.

Comments

One wonders how long he would have fared with the Skarasen also dwelling in those waters.
