History
Butei (武装探偵 Busou Tantei?) or "Armed Detective", was a title held by those hat passed a national qualification to become armed law enforcement officers that were separate from the police force. Such a post was created to combat the worsening crime rate leading to a position being created to allow such individuals to hold guns and other armaments to battle criminals.
Overview
They were held as being freelance guardians of the city who were given permission to carry firearms and allowed to solve all manner of crimes.
Butei were stated to be trained to only believe in evidence. It was common practice for Butei to accept undercover investigations. Butei were said to never be late for a meeting.
There were numerous rankings that included:
- E-Rank : a bottom rank in the Butei hierarchy.
- D-Rank : a mid-tier rank in the Butei hierarchy.
- S-Rank : highest rank in the Butei hierarchy.
Promotion tests were conducted fairly regularly among students with these trials passing allowing the person to rise up the ranking system.
There existed a special class of Butei with superhuman powers with these being known as Paranormal Butei. A wing for paranormal Butei existed known as the department of Supernatural Selective Research (S.S.R.).
Certain schools had a specific training program known as Amica (戦徒(アミカ) Amika?) Contracts. Its name was a combination of the Kanji for 'war' and 'siblings' to read Amica. These were two-person cell training systems that paired a junior student with a senior one. Such programs were designed to give juniors a direct training from an upper classman with this covering an entire year. This was invaluable to junior classman as it provided them practical guidance and they were able to go out into the field on operations. Requests could be made to seniors that asked them to become an Amica with this entirely at the discretion of upper classman on whether to accept the request. There was a special three day rule as part of these contracts which stated that in a period of 72 hours that a Amica could be challenged by others. If defeated by their challenger, the Amica Contract was rendered null and void with the contractor unable to forge a new one with their senior class man. It was considered a failure for the junior and was a sign that their senior could not protect them. Such challenges simply required the other to be defeated before the 72 hours had expired.
Governance and rules were enshrined within the Butei Charter that stated a number of principles such as:
- Article 1 : "Believe in your comrades and help each other".
- Article 2 : "You must fulfill the contract in the commission. No matter what."
- Article 3 : "You must become stronger. But above all, you must support justice."
- Article 4 : "A Butei must learn to become independent. You can not help them if they do not request it."
- Article 5 : "Be fast to react. Butei must win in one blow."
- Article 6 : "Reflect by yourself, act by yourself."
- Article 7 : "Be ready with pessimism. Act with optimism."
- Article 8 : "Your mission must be resolved completely."
- Article 9 : "Regardless of the situation, a Butei cannot kill."
- Article 10 : "Never Give up, A Butei must never ever give up."
As a general rule, Butei did not go anywhere without their bullet proof jackets. This made close quarter gun fights problematic with fights between two Butei boiling to which ever scores direct hits at point blank range or get a headshot. Duels between students were not banned but neither were the encouraged with any individuals found participating in such battles facing potential scandal and loss of honor.
Annual Butei competitions were held with these known as the Adosiade where Butei from around the world coming to compete with their families. A game participated by Butei was Quartet (カルテット Karutetto?) whereby a team of four combated an enemy team of four with the goal being capturing the enemy's flag. It was a means of testing the participants capabilities such as the ability to hide, attack and withdraw.
Numerous Butei High schools were established that were used to train students to become professional Butei. Some were situated on mega-floats that were campus grounds for training such as the Tokyo Butei High. Tokyo Butei High School served as a training area in the Tokyo Bay for training of Butei. Pets were not allowed within the dorms unless permission was given to train animals as Butei Dogs.
