History

Origin

The Central City Police Department (C.C.P.D.) was a law and peacekeeping government agency that appeared in Central City.

Police captain Darryl Frye started loading up Barry Allen with overtime shifts, and he began to worry that his late nights at the lab and lack of sleep were affecting his performance as the Flash, but he saw no way out of it. (The Flash v1 #286)

Later on, the C.C.P.D. was re-joined by Barry Allen who claimed that he had been missing for the last few years due to being in the witness protection program. It was said that crime had quadrupled in the city and that the police department was overworked by this time. As a result of this, City Hall wanted quick resolution to cases and focused more on the quantity of closed cases rather than the quality of unsolved crimes. (The Flash v3 #1)

Post-Flashpoint

Following the Flashpoint, a new version of history was created with a different series of events. The Central City Police Department was the law enforcement agency that operated in Central City.

After his battle against Professor Zoom, senior authorities within Central City deemed the Flash to be a menace after the damage done from the battle. Thus, the CCPD came to deputise the supervillains to serve as special agents with the goal of apprehending the Flash. (The Flash v4 #48) This Special Task Force was created with the task of apprehending the Flash and recruited the Rogues to aid them in this goal. (The Flash v4 #49)

Gregory Wolfe later made a bid to become Mayor of Central City and hired Blacksmith to aid him. Secretly, he used her mafia connections to fund his campaign in exchange for commuting sentences. Ultimately, he won the campaign and his first act was to release the Rogues and deputise them as special police officers attached to the CCPD. In this role, they were tasked with arresting any vigilantes operating in the city leading to a clash with the Flash. (The Flash v1 #788)
