History
The Council was an organization of the worlds top minds that banded together near the end of World War II. Following the creation of the atom bomb, this group came to believe that mankind would eradicate themselves and the world. To prevent such a fate, they dedicated their skills and advanced knowledge to prevent such a future. The Council's goal was to save the human race from itself in light of dangers such as pollution, over-population and territorial strife. They were responsible for taking the deceased remains of noted agent Paul Kirk where over a 25 year period they developed the means to restore him to life. The Council trained him to peak capability where they created an elite force of clones from his genetic material for their operations. (Detective Comics v1 #439)
However, the Council was not destroyed but had managed to survive their near destruction. This time the used the DNA of the supervillain Sportsmaster to create a new clone army to correct their former mistakes. (JSA Annual v1 #1) They hired the supervillain Geomancer for a mission at Kinambura Township in Africa. (JSA v1 #5) Black Adam and his team of superhumans decided to target villains more aggressively where they eliminated them to prevent them from being a threat in the future. Among their targets was the Council who were devastated in the assault and Anatol Mykros was seemingly killed. Soseh Mykros arrived at the base looking to hunt down the organization only to find it in ruins with Black Adam recruiting her as a member of his team. (JSA v1 #53)
Nemesis came to learn of the existence of a secret Council cloning facility located in Villach, Austria. She also came to learn that the Ultra-Humanite had come to work alongside her 'father'. Unable to eliminate it herself, she contacted the Justice Society in helping to take it down. They came to confront the Ultra-Humanite only to find his deceased remains behind but that his brain was missing. The heroes came to determine that the supervillain had transferred to a new host body but the identity and location of it were unknown. (JSA Secret Files and Origins v1 #2)
A surviving Paul Kirk clone came to take the name Kirk DePaul. This version came to operate as a mercenary who simply did jobs for the pay. (The Power Company: Manhunter v1 #1)
The Council went into business with Los Reyes Locos to set up a new cloning facility in Mexico. El Diablo, the former leader of the Locos, and now out to destroy them, interrogated the Council and slaughtered a number of their members. (El Diablo v3 #3)
Overview
When possible, they tried to achieve their goals through non-violent means such as manipulating events fro behind the scenes. However, should such options fail, they used more direct means by using their special branch. Its enforcement branch consisted of clones of Paul Kirk that were grown the cells of his body to make the perfect fighting force. (Detective Comics v1 #439)
It consisted of the best minds of an era. Their advanced knowledge allowed them to access science such as cryogenics, genetic surgery and implanting knowledge through the use of memory tapes. (Detective Comics v1 #439)
The Manhunters of the Council were created by talent, training and genetic design were created to be deadly weapons. (The Power Company: Manhunter v1 #1)
Ectogenetic assassins could be created through gestation bags allowing them to grow more soldiers to adulthood more efficiently. Through this method, they were developed in oversized embryos amped with natural and artificial flavors. (JSA Annual v1 #1)

- Anatol Mykros : a male doctor who was saved from the Nazis in 1945 by Paul Kirk. (Detective Comics v1 #439)
- Asano Nitobe : male combat instructor that was a legendary martial artists ninjutsu master who was believed killed at the bombing of Nagasaki but was taken by the Council who tasked him with training Paul Kirk to become a superior combatant so that his talents could be passed on to his clones. (Detective Comics v1 #439)
- Damon Nostrand : a male Interpol official that was secretly an agent of the Council. (Detective Comics v1 #439)
- Soseh Mykros : twin sister of Ellina who was born from an ova cryogenically frozen from an Armenian woman killed in the genocide in 1918 with her being genetically engineered by Antol Mykros who she considered her father. She later came to rebel against her father and took the name of Nemesis as she sought to stop the Council. (JSA Annual v1 #1)
- Ellina Mykros : twin sister of Soseh who was born from an ova cryogenically frozen from an Armenian woman killed in the genocide in 1918 with her being genetically engineered by Antol Mykros who she considered her father. Unlike her sister, she remained loyal to her father and sought to kill Soseh for her betrayal. (JSA Annual v1 #1)
Notes
- The Council was created by Archie Goodwin and Walt Simonson where they made their first appearance in Detective Comics v1 #439 (March, 1974).
- There were two further unrelated organizations called the Council with one being enemies of Nemesis and the other being antagonists towards Supergirl.

Television
- In Beware the Batman, the organization made an appearance in the setting of the animated television series in the episode "Unique". Its membership included Dr. Anatol Mykros and Dr. Spangle who operated secretly in the shadows. They took in an interest in government agent Paul Kirk who operated as the masked operative known as Manhunter. Manhunter would be badly injured on a mission where he was taken by the Council who intended to use him as their agent. His body was studied where inorganic clones were made of him that replicated his talents and skill set with a subdermal implant that made them subservient to the Council. These clones were made as part of their plan to take control of the world. Upon learning of this, Dr. Spangler decided to rebel against the organization where he freed the original Manhunter and equipped him with a toxin launcher that disintegrated the clones leading to Kirk embarking on his quest to stopping the secret society. To stop him, Dr. Anatol Mykros decided to target Manhunters now grown up daughter, Dr. Eva Kirk in Gotham City. Dr. Spangler attempted to warn her but was left comatose by the Manhunters but not before attracting the attention of Batman. Batman, Alfred Pennysworth and Katana would aid Manhunter in defeating the clones along with apprehending Dr. Myrkos who had arrived in Gotham to recapture Paul Kirk. With his capture, the Council was weakened but had gone into hiding with Manhunter seeking the out in order to eliminate his remaining clones.
