History
The Council of Merlin was a group of sorcerers that were all descendants of the great demonic necromancer Merlin.
Over the centuries, the sons of Merlin were said to had adopted many forms. In the past, people used to fear the sight of them but by the modern age they came to take the form of bankers. (DCU Infinite Holiday Special v1 #1)
This Council's attention was drawn to the actions of Freddy Freeman when he underwent the Trials of Shazam. It along with its leader Terrom attempted to kill Freeman before he acquired the powers of the wizard Shazam though their attempt failed which allowed Freddy to complete the Trial of Solomon. (Trials of Shazam #3)
During the winter solstice, the Council of Merlin looked to perform the Cruel Yule ceremony. However, their intended virgin sacrifice killed themselves upon learning that it involved their souls being flayed. In desperation, the descendants of Merlin looked for a replacement where they found one in a homeless man. However, the gods of magic intervened where they arranged events to teleport the man away thus thwarting the Council of Merlin. (DCU Infinite Holiday Special v1 #1)

A ceremony performed by the group was Cruel Yule performed at the winter solstice that involved a midnight sacrifice. Those sacrificed had to be virgins who suffered their souls being flayed with this being a terrible fate for them. Sacrifices were not aware of the outcome of the ceremony with some being known to kill themselves rather than go through with it. (DCU Infinite Holiday Special v1 #1)
