Biography
Origin
Carrie Cutter was a special ops soldier, working for a top-secret program called COBALT, who thought her husband Ross had abandoned her. (Green Arrow and Black Canary v1 #15) During a mission in Georgia she encountered something that deeply disturbed her. She volunteered for a program that would make her fearless. It also turns her emotions up to the extreme when it comes to falling in love. Other effects included memory loss and increased strength. She fell off the radar for a long time. Years later, she found out that her husband Ross was still alive, tracked him to Star City and killed him. Green Arrow thought that the unknown man was abusing his wife so he shot an arrow at him. Cupid picked up that arrow which began her obsession with Green Arrow. (Green Arrow and Black Canary v1 #16)
Cupid first showed up in Star City at a scene of one of Green Arrow's fights. She picked up a broken tip of one of his arrows and carved the infamous heart with an arrow through it on her chest. She began killing off some of his notable enemies in the hope that she may begin to fulfil his heart's desire. She was mentally unstable as upon getting a new haircut, she cut out the eyes of the hairdresser, for the hair was cut so perfectly that she did not want anyone else to ever have the same perfect hair. She positioned herself atop a building and utilised a recurve bow to monitor a confrontation occurring in the street below. She observed the interactions between several individuals and, upon identifying her target, drew her bow and discharged a single arrow with high precision. This projectile struck its intended mark, causing the individual to fall to the ground. After witnessing the impact, she gathered her equipment and descended from the rooftop to the street level, moving with silent and deliberate physical coordination to reach the site of the encounter. Upon arrival, she stood over the downed figure and retrieved her arrow, inspecting the result of her marksmanship while remaining physically close to the incapacitated person. She maintained a high degree of situational awareness, scanning the immediate surroundings for any further movement or interference while maintaining a silent and focused demeanour. Once she had completed her inspection, she withdrew from the immediate area, utilizing the shadows and urban structures to vanish from view before law enforcement or other observers could intervene. She then began targeting Green Arrow's foes where she was responsible for killing a number of small-time enemies including Big Game, Death Dealer, Vengeance, and Slingshot. (Green Arrow and Black Canary v1 #24) This brought her to the attention of Star City's crime boss, Brick. When he learned of these killings, he sent his men to find out who was behind them. Within minutes of sending a street junkie out to find Cupid, she shot the junkie in the head and proceeded to fire upon Brick himself. As this did not work, she had a back-up plan in the form of a wrecking ball suspended from a crane. The crane cut through the building Brick was in and left him dead, cut in half at the waist. She had captured Merlyn from the police department, drugged him and lured Green Arrow to Star City Museum. Cupid had it arranged that Green Arrow, with a new-found darkness within him, would kill Merlyn and help himself achieve his hearts desire. Green Arrow did not follow through with Merlyn's death after seeing a way out of it and instead incapacitated him. This angered Cupid, who triggered an explosion. We next see her waking Green Arrow up underground. (Green Arrow and Black Canary v1 #23)
She had chained him to the subway tracks and planned on dying with him in her arms so that it may be a romantically famous death, but Black Canary rescued him. Before admitting defeat, Cupid slit an unconscious Merlyn's throat. Knowing that Green Arrow and Black Canary would not let him die despite him being one of their worst and most destructive enemies she used that chance to escape. She has started to aid the city during a riot, using a bow, that she admits she needs practice with. This was done so to mainly impress Green Arrow but had not succeeded. Personality and attributes
In appearance, Cupid was a female with a pale skin tone and long, bright red hair that reached down to her mid-back. She possessed a physically fit and athletic build, characterized by defined musculature in her arms and legs. Her facial features included high cheekbones and dark-coloured eyes. On her left shoulder, she bore a large, dark-coloured tattoo of a heart with an arrow piercing through it. Her attire consisted of a sleeveless, low-cut dark top paired with matching form-fitting trousers that featured laces running down the outer sides of the legs. She wore dark, fingerless gloves that extended up her forearms and sturdy, dark boots. Affixed to her back was a specialized quiver designed to hold several arrows, and she carried a modern recurve bow as her primary equipment. Around her waist, she wore a utility belt with various pouches and a holster. (Green Arrow and Black Canary v1 #15)
Powers and abilities
The same experimental treatment that gave her her enhanced abilities also took away her sanity and forces her to love and be loved.

She possessed exceptional proficiency in archery, showing the technical ability to string and operate a recurve bow with significant tension. Her marksmanship was characterized by extreme precision and steadiness, allowing her to discharge a single arrow that successfully struck a target from a considerable distance. She displayed a high degree of patience and mental focus while monitoring events for an extended period without breaking her concentration or revealing her location. Her movements were characterized by a natural lightness and agility, permitting her to transition from high-altitude vantage points to ground level with silent efficiency. Additionally, she exhibited a factual aptitude for tracking and observation, using her eyesight to distinguish specific individuals within a chaotic environment. She also possessed the manual dexterity required to retrieve her used ammunition and manage her specialized equipment under pressure, all while maintaining a calm and detached physical demeanor. Television
- In DC Nation Shorts, Cupid appeared in the setting of the animated television shorts in the Green Arrow segments where she was voiced by actress Kari Wahlgren.
- In Arrow, Cupid appeared in the live-action television series set in the Arrowverse where she was portrayed by actress Amy Gumenick. This version was a former member of the Star City Police Department's S.W.A.T. team who was forced to leave because of an attachment disorder. Two years later, Carrie eventually rose to become the S.W.A.T. unit's first female member. In early 2011, her unit was called in to sort out a bomb threat in the Glades which turned out to be a setup, and they were forced to engage the Culebra crime gang. During the encounter, Carrie was shielded from enemy gunfire, by fellow S.W.A.T. member Jonathan Greer. Afterwards, Carrie became fixated, with Jonathan, prompting the SCPD to put her on limited duty. When she did not cease her courting, Carrie was suspended from the precinct with full pay and received therapy from Dr. Avery Pressnall at St. Walker's Hospital. After three months, she was diagnosed with attachment disorder. Amidst Slade Wilson's attack on Starling City, Cutter was saved by the Arrow, leading to her developing an obsession with him and seeing herself as his partner in life. Taking the name 'Cupid', she stalked Queen and used his skill set to kill criminals in an attempt to show him how 'right' they are for each other. When Slade Wilson's army attacked Starling City, Carrie was assaulted by one of the Mirakuru-enhanced henchmen, the Arrow passed by and rescued her by shooting the henchman. After this, Carrie began to develop an obsession with the vigilante. She began to train in archery, recruited Kirby Bates, a hacker and began collecting data on the Arrow by visiting crime scenes where he had been involved. In her apartment, Carrie had accumulated a collection of sketches and news articles on the Arrow, as well as a collection of his arrows. Around six months later, Carrie went to another of the Arrow's suspected crime scenes at the Wildcat Gym, where Laurel Lance walked past her. She also later walked past a van that John Diggle was parking whilst backing up the Arrow and Ted Grant. Later that night, Carrie injured two policemen who were escorting Isaac Stanzler. When Isaac asked her who she was, Carrie introduced herself as Cupid before killing him with an arrow. Carrie clothed Isaac in a costume similar to that of the Arrow and left him in the streets for the real one to find. She included a letter with the address of her apartment in the arrow tip. As the Arrow and John searched Carrie's apartment, she watched them from a nearby building. Carrie called a cellphone she left there and told the Arrow she wanted to be with him and help him fight crime. She also sent a picture of a mob boss she had captured earlier and suggested they should punish him together. Felicity Smoak managed to trace Carrie's SIM card, allowing Team Arrow to discover her identity. Carrie was traced to Sherwood Florist based on the fertilizer in the picture she sent.
