History

Origin

In the past, the agency was government funded whereby oversight made use of black budget earmarks to finance their operations. (Episode: With Fire)

Heidecker colleagues was a noted supplier of high tech equipment from keltrex prosthetics, kill-chips, polymer masks and pharmaceuticals. He himself would make a number of follow-up visits in order to see the effectiveness of the technology as Division was using as a ground for advanced field testing with any clinical data recorded. This group did not care for money but rather the results of their experiments. (Episode: Brave New World) They considered Division to be their best testing ground for the products of their research. (Episode: Invisible Hand)

Nikita

Percy removed Michael from Operation Black Arrow and re-tasked him with hunting Nikita who had appeared on their surveillance systems. (Episode: Pilot) Around this time, Division was suffering from a number of budget cuts that necessitated Percy in finding the necessary funding otherwise he would need to terminate the newest crop of recruits. He would later help get Serbian war criminal Mirko Dadich freed from prison in the United States in exchange for his 25 kilos of enriched uranium that he had stashed away once he fled his country. (Episode: 2.0)

Under New Management

The new Division lost much of its government funding under the new administration. (Episode: Brave New World) In fact, they lost their government funding as the new president did not want any taxpayer money to go into the agency. Instead, an operating budget was achieved through some seed money that was grown into a large fund by Director Ryan which was not illegal. However, it restricted their funding to 53.6 million that was needed to maintain operation of Division. (Episode: With Fire)

Amanda later returned when she assembled forces to take back the Cryptograph and sought to capture Owen. This saw him removed from a Russian prison but he managed to escape and go on the run where he sought the help of Nikita. Whilst distrustful of the new Division, he agreed to help Nikita to find the Cryptograph though they were ambushed by soldiers dispatched by Amanda. One of these soldiers were captured but remained unconscious and during an attempt to find an anomaly in his body the medical staff accidently triggered a trap bio-weapon that released sarin gas that killed a number of Division operatives. This was an intentional plan by Amanda who had allowed her soldier to be captured and used as a weapon against the Division's headquarters. However, Ari believed that this was a mistake and that Amanda had perhaps now united Division against them. Amanda remained confident that this was not the case and used the Cryptograph to hack into Division's communications where she asked for some of the agency's members to join her whilst those that sided with Nikita were going to be terminated. (Episode: Consequences) Amanda Collins later became the most wanted person by Division. (Episode: Intersection) Despite the new policy in no kill missions, Division was authorized by the President to kill Kosovan dictator Kosta Beciraj. Their effectiveness in the operation made the government administration consider the further possibilities of Division's future. This led to the restart in the assassination missions when the President authorized four additional targets for elimination. (Episode: Brave New World) The existence of Division was threatened to be exposed to the public when Naomi Ceaver who was a CIA analyst was given information on the agency secretly by Amanda. Director Morgan Kendrick of the CIA learnt of this and quickly notified Division in order to arrange a pick up of the data. However, this proved to be a trap as Amanda intended to assassinate Kendrick who was a close ally of the new Division and he was killed when a explosive detonated by his vehicle. In the aftermath, Lieutenant Commander Sean Pierce who worked with Division was framed for the death and threatened to expose the agency. (Episode: Black Badge)

Amanda would later step up her assault by arming a terrorist cell called the Crimson Resistance and framing Division through their activities by supplying the necessary technology. (Episode: With Fire) At some point, Ryan was overseas in order to shore up some funding for the agency. Division later assisted Ari Tasarov in rescuing his son from Amanda who intended to use the child as leverage to acquire the second key for a Black Box. (Episode: Reunion) After the failed bid in capturing Ari's son, Amanda managed to capture Division agent Alexandra Udinov and intended to trade her for the older Tasarov. (Episode: The Life We've Chosen) The first official mission given to the new Division was President of Chad, Piere Batouala who was given by John Little a list of all operatives in the oil industry in his country. Such information would threaten the security of such agents and destabilize American interests that could be expelled from the country. The mission was threatened due to the intervention of Amanda that led to Commander Evan Danforth masking his involvement in the matter and attempted to use the incident to eliminate Division. Division managed to manage the situation and stopping Danforth from continuing his plan whilst keeping him in line. (Episode: Inevitability) Afterwards, Michael sought out the group that Hiedecker worked for that were informally called "The Shop" and who had previously been providing the technology to Division. He managed to track them to Bellfar Systems only to discover it to be a lure in order for them to negotiate with the new Division. They offered to provide a new bio-prosthesis for Michael in exchange for an operation to retrieve a biotech prion device in a laboratory in Nanjing at China. Whilst Nikita was helping recover it, within Division were a growing group that became dissatisfied with the new administration as they felt trapped in service and intended to depart. (Episode: Tipping Point)

It was discovered that the rebellion within Division was being masterminded by Alexandra Udinov who believed that the agency was not being shut down but instead engaging in the same practices as Percy's administration. Unknown to anyone, this rebellion had been masterminded by Amanda who had created a false memory in Alex's mind in order to instill the need for turning against Division. At the same time, Presidential Special Advisor Danforth had secretly been killed by Amanda in order to threaten Division's relationship with the government. In addition, she restored Owen's true personality as Sam who turned against Nikita and intended to give her to Amanda in exchange for a large sum of money. A complication emerged on the acquisition of the Black Box when Sam got trapped in Division when a mutiny emerged against Ops that took control of the facility. (Episode: Masks) The mutiny ended when Rachel who usurped leadership of the rebellion from Alex was killed whereupon the lockdown of the facility ended. As a result, those that wanted to depart Division were allowed to do so whilst those that stood loyal remained behind who numbered a dozen. However, the incident saw Sean being shot and he died from internal injuries as a result. During this time, Michael managed to rescue Nikita from Amanda though Amanda herself managed to escape with Sam who had taken the Black Box with him. (Episode: Broken Home) In the aftermath, President Spencer who was unaware of the rebellion intended to discuss the future of the agency following the appointment of a replacement for Commander Danforth. However, due to the crippling events of the mutiny, Director Fletcher could not see the organization continuing as the President would see it compromised and dispatch a SEAL team to eliminate everyone in the base. Thus, Ryan Fletcher decided to destroy Division headquarters in order to make it seem that everyone within it had died. This would make the government believe that the agency had been eliminating and that everyone involved with it were dead. Despite this plan, Nikita herself wanted to continue the mission of hunting down Amanda and recovering the lost Black Box. (Episode: Self-Destruct)

Though shutting down, the agency discovered that Amanda had allied with the rogue think tank known as "the Shop". As a result, Division targeted them where Birkhoff managed to tap into the groups personal network starting with blackbird Comsat Relay 16309. They managed to discover that "the Shop" was targeting the Sudanese born peace activist Nobel Peace prize winner Maryam Hassan. This was because they required a supply line of children that no one would miss and use them as test subjects. Due to "the Shops" actions, Nikita decided to target them and prevent them from kidnapping more children. (Episode: Invisible Hand) President Spencer was willing to offer pardons to the remaining operatives of Division. After Spencer's death at the hands of Amanda's scheme, the remains of Division were at risk when Amanda hired the remaining Dirty 30 rogue agents to attack their former headquarters to eliminate anyone at the site. The rogue agents were eliminated by the returning Nikita who had managed to escape Amanda's frame-up of President Spencer's death. After their defeat, the Division agents led by Nikita detonated explosives to destroy their headquarters whilst they made their operation mobile thus leading to the entire base collapsing in on itself. The group would then continue their mission in hunting down Amanda and the Invisible Hand who continued to operate in the shadows. (Episode: Til Death Do Us Part)

Overview

They were considered a secret unit of the government who recruited agents from criminals on death row who had their deaths faked to become agents. It was claimed that they were being trained to serve their country though in reality their training was to turn them into assassins. At least half their missions were counter intelligence involving deep cover, infiltration and stealing secrets whilst the other half were assassinations. Agents that did not comply with their tasked assignments were eliminated. (Episode: Pilot) Members that had outlived their usefulness were thus "cancelled". (Episode: Kill Jill)

A year of training was required before an operative was sent on a mission. (Episode: Pilot) For computer ops, the Division HQ Training Lab was used for operatives in training to accomplish insertion of hacks, exploits and other mission parameters. Dismantling and reassembly were part of the basic course of training. (Episode: 2.0) Operations was considered off-limit to recruits who were only allowed in certain situations. (Episode: Kill Jill)

Ultimately, the organization was considered illegal for the operations and activities that they made. (Episode: Black Badge) They had no protocol for extracting a captured agent as the former director allowed captured operatives to remain detained. Any captured agent that spoke of the Division, however, saw an assassin from the agency sent to kill the compromised operative in order to silence them. (Episode: True Believer) As a result, it was claimed that all operatives were disposable and that great sacrifices needed to be made to protect the agency. When a new recruit woke up in Division, they were told that their old life was over and that their new one would begin. (Episode: Black Badge) Certain agents were reapers that were tasked with eliminating fellow agent's and their families that were called internal sanctions. Such individuals tended not to be based at headquarters due to the animosity other agents felt towards them. (Episode: The Sword's Edge) One of the lessons that was learnt from Oversight was that everyone had a weakness. (Episode: Inevitability) One of the rules of the agency under Percy was for their operatives not to fall in love with civilians with any such emotional attachments seeing them eliminated. (Episode: Pilot) No hard drives were allowed within Division. (Episode: Kill Jill)

Percy believed that the perfect candidate for Division was a troubled violent killer with low self-esteem. They did not want thinkers or planners as they desired followers for their missions. (Episode: Masks) Undercover agents standard skills included making contact with the target, engage their interest and escalate their interest. (Episode: Survival Instinct) Cleaners were tasked with eliminating individuals and removing any trace of them. (Episode: Aftermath) Agents were trained in SERE (Survival, Evasion, Resistance, Escape) classes that trained them for operations when trapped in enemy territory. (Episode: Survival Instinct) Leaders of Division were given full command code clearance for managing operations. (Episode: Masks)

Under Percy's administration, the policy of Division was to obey or die. (Episode: The Sword's Edge) It was forbidden for agents and staff to hold relationships between one another under Amanda's policy. (Episode: Intersection) Amanda had made use of kill chips that served as trackers and terminated rogue agents. (Episode: Sideswipe) When activated remotely, the chip's explosive detonated whereby blood was evident in the eyes of the user and spilled from their nose as they died. (Episode: Intersection) There was a tank of VX gas that was linked to the ventilation system at headquarters as a contingency means of eliminating all staff in the base. However, this was removed during the change in administration after the death of Percy. (Episode: Self-Destruct)

A typical kill mission kit being a Glock with a silencer, PSG-1 sniper rifle and match grade ammo. (Episode: Til Death Do Us Part) Shadownet was a powerful tool that provided backdoor access to almost every law enforcement grid and security cameras around the world. (Episode: Broken Home) At their base, Division had a server array that served as the brains for Operations and was a critical system that could erase files. As part of the system was the tracker array that tracked all agent locations. (Episode: Tipping Point) A common tool used by the agency were fake identification known as Black Badging that allowed them to mask as other law enforcement bodies such as the FBI. This allowed them to impersonate these agencies and move invisibly within the government's bureaucracy. (Episode: Black Badge) They did not keep any camera's within the sub-level basement where the interrogation's were conducted. (Episode: With Fire)

They made use of a variety of signature technology that included computer programs such as algorithms. (Episode: With Fire) Much of the technology available to Division came from high-tech suppliers from around the world that were given by suppliers under Percy's administration. This group provided state of the art equipment from kill chips, brain scanners, trackers that worked around the world and masks that allowed agents to disguise themselves as other people. In the new Division, much of these resources provided by these contacts was lost with only leftovers being left behind under the new administration. (Episode: Aftermath) One of the drugs used by the agency included Sobolex were experimental painkiller designed for combat use. (Episode: Intersection) They were not above performing surgery to dull the judgment centers of the brain in order to turn a person with leadership traits into a more docile follower. This allowed them to wipe memories by building walls between memories or install new memories. (Episode: Masks)
