Doc Robot was created by Dr. Wily to keep Mega Man busy until he completed his modifications to Gamma, the "peacekeeping" robot. He had the ability to temporarily mimic the powers and abilities of the robot masters from Mega Man's second battle against Wily, such as Flash Man or Metal Man.
