Biography
Doc Terror
He was once a respected member of a council of scientists who worked to make the world a better place. He in particular sought to explore the potential for merging humans with machines cyborgs in order to replace lost limbs and combat immobilizing diseases. The others on the council did not share his enthusiasm, some due to fear and others due to conflicting interests. After being stymied for so long the doctor sought to prove the worth of his theories and inventions by turning a volunteer into a cyborg. His colleagues did not help him, rather they denied him any support at all, so he hired the dim-witted yet competent criminal Hacker to obtain the needed parts from his colleagues and then turned Hacker into the first prototype cyborg. When the two presented the results at the council, Dr. Terror was immediately removed from it for the illicit means by which he had obtained the parts and the immoral experimentation he had done with them. He was furious and returned home with Hacker. Hacker then asked the doctor to reverse the mechanization, which he could not. In a fit of rage Hacker attacked the equipment in the lab, which ended up breaking off and severely injured Terror. Needless to say, the doctor was dying, but Hacker managed to save his life by making use of the same equipment that had turned him into a cyborg. What emerged from the operation was less human than Hacker, horribly disfigured and hellbent on avenging himself on the world, the new Dr. Terror started preparing to conquer the ungrateful inhabitants of Earth. His fury was further fueled by the use of his technologies in the medical fields and their later use in creating the exoskeletal suits for his nemeses, the Centurions. One of Doc Terror's plans involved capturing a newly developed cryogenic freezer that was achieved by his daughter Amber and Hacker. Once done, he launched a large number of strafer drones into orbit where they ignited the Van Allen Belt around Earth. This created a firestorm around the planet and causing a continual rise in temperature. This led to him demanding the World Council to surrender to him and allow him control of Earth. During the meeting with the World Council President, Terror learnt that the person was actually Centurion Max Ray in disguise. As a result, Doc Terror decided to let the world burn whereupon all life on it would be destroyed though he himself would survive along with his allies in his underground headquarters Dominion in the Arctic. He maintained a secondary base in the mountains of Tibet where the Centurions managed to battle him whereupon he fled with Amber along with Hacker in the belief the freezer was destroyed. However, the Centurions recovered it where they amplified its power to end the firestorm that would have destroyed the planet. (Episode: Fire in the Sky)
In an assault at a research center in Australia, his plan was thwarted by the Centurions once again whereupon Terror decided to cut off their supply line by targeting Sealab. This saw him create the hybrid cyborg Mako with the task of assaulting the underwater facility. To aid in the attack, Doc Terror had a device used to activate a volcano near the site of Sealab that was in shallow water with the act creating a tidal wave that struck the base damaging it as well as bringing down its force field. In its damaged state, Mako took his forces to storm the facility and secure Sealab. (Episode: Battle Beneath the Sea)
At some point, Terror became aware of the legend of the Lost Pharaoh in Egypt. He made secret contact with the archaeologist in charge of the dig and offered him the chance of keeping everything in the tomb in exchage for the archaeologist raising the Pharaoh's army of giant mummies. The doctor was desperate as upon the completion of his dig, he would have had to give the relics to the Egyptian government and thus agreed to do Terror's task. Rather then live up to the deal, Terror took the Scepter of Ibis from the archaeologist and used it to lay waste to Egypt until the Lost Pharaoh arrived after being awakened by Jake Rockwell. This ended Terror's plan though he and Hacker managed to escape.(Episode: The Mummy's Curse)

Personality and attributes
His only known family is his daughter Amber who is shown to love dearly though he has not forced his cybernetic experiments on her leaving her completely Human. Beyond her, the only other companion he has is his cybernetic minion Hacker though he often derides him for his incompetence.
Powers and abilities
Originally, the man who became Doc Terror was an ordinary human being with no special abilities. By adulthood, he was a noted scientist who specialised in cybernetics. (Episode: Man or Machine, Part II)
After being badly injured, he went through the process that transformed him into a cyborg. This not only saved his life but gave him superhuman abilities and traits of a cybernetic being. (Episode: Man or Machine, Part II) As a powerful cyborg, he possessed weapons of his own design. His cyborg body granted him enhanced strength and durability, telescopic vision and the ability to generate a powerful magnetic field. His helmet allowed him to breath under water. He had 100 time normal human strength, numerous modular weapons systems. He could exchange his Syntax cyborg system for Hacker's Lesion, or can combine with a Strafer or Traumatizer.
His scientific skill allowed him to engineer new cybernetic life forms such as creating the humanoid aquatic creature Mako and creating a gigantic cyborg squid that he stated was among his greatest creations. (Episode: Battle Beneath the Sea)
