Biography
Julius Caesar Zeppeli (Japanese: ユリウス・カエサル・ツェペリ, Hepburn: Yuriusu Kaesaru Tseperi) was a male member of the Zeppeli family that was a distinguished line of practised executioners in Italy. They use an ancestral technique named the 'Rotation' which allows people to die painlessly, usually applied through the use of an iron ball. Gyro lived this way until his late teens, becoming a skilled executioner. However, this is not to say that Gyro kills indiscriminately. Although the Zeppeli family usually sticks to delivering the death penalty to serious and dangerous criminals, there was one incident which resulted in the arrest and death sentence of an innocent little boy who made a living from cleaning shoes. Gyro was struck when he heard of this and even more when the boy offered to clean his own executioner's shoes. Gyro's father is strictly convinced that the Zeppeli family are in the hands of the state and they were not the ones who choose whether or not someone dies—refusing this, Gyro pleaded with the king for an appeal. After this, it was agreed that Gyro will receive an amnesty to release the boy if he can complete the American cross-country race, the Steel Ball Run. Gyro departed from Genoa, Italy earlier in May and arrived in the US on May 22.
Shortly after joining the Steel Ball Run race and before it begins, Gyro goes into town where he duels a man using his 'Spin' and steel balls as weapons. When the paraplegic Johnny Joestar touches one of Gyro's spinning orbs, it causes his paralyzed legs to move for a moment. Gyro attempts to convince Johnny that it was simply a reflex of his legs but fails, as Johnny is not convinced and joins the Steel Ball Run race to follow him in order to learn about the Spin and how to move his legs once again. Still, Gyro takes an interest in Johnny's actions, specifically his choice of horse, and gives him a hint to use the 'Spin' to mount his horse. At the start of the race, Gyro rushes ahead of every participant, taking out Urmd Avdol as well as Diego Brando, two of the Steel Ball Run's favorites, to everyone's shock. Still leading the race, then takes a dangerous shortcut through a forest during which he discovers his most serious challenger during this stage, Pocoloco. Thanks to his luck, Pocoloco eventually overtakes Gyro by sliding down a slope on a cow's skin[38] Gyro unsuccessfully tries to stop Pocoloco by throwing a Steel Ball which endangers Sandman, who was running down a cliff. Nonetheless, Gyro crosses the finish line first after a lengthy dash, helped by the tailwind. However, Steven Steel voids Gyro's performance for endangering the competitor Sandman and relegates him to 21st place, which outrages him. However, impressed by Johnny's determination, Gyro invites him to race with him on the second stage, determined to get first

Personality and attributes
He then operated under the name of Gyro Zeppeli (ジャイロ・ツェペリ Jairo Tseperi)
Gyro has a cocky and flamboyant personality, appearing to have a high opinion of himself. However, he can be driven by emotions for other people and become realistic and serious when a problem presents itself, as Gyro is incredibly intelligent when he needs to be. His most distinguishable body features are his long hair, western hat and his gold teeth which have "GO! GO! ZEPPELI" written on them, revealed whenever he smiles at someone. His signature laugh/chuckle is "Nyo ho ho ho~".
As an executioner and otherwise confrontational man, Gyro is not afraid to use violence even in a lethal fashion. However Gyro doesn't have the same ruthlessness as Johnny and initially doesn't seek to kill his enemies if he deems it unnecessary. Notably, Gyro did try to discourage a thief from fighting with him and only used his Steel Balls to make the man shoot himself if he ever drew his gun, instead of directly killing him.
Powers and abilities
He was a skilled user in a special skill known as Spin (回転 Kaiten, literally "rotation") which was a Zeppelli family technique that was utilised as Gyro's primary means of attack. The iron balls which Gyro carries are his weapons which he uses the 'Rotation' technique with. By throwing them, he seems to be able to control their path, cause spiral ripples in the flesh of his opponents and even return to him once it's done. The actual technique behind the 'Rotation' is through the mathematical Golden Rectangle. If you continuously divide the rectangle, the angle which connects the center of each rectangle will form a spinning motion. By aiming at this point clockwise, any thrown object can achieve the 'Rotation' and cause a rippling motion in the flesh or surface of any person or object. The Golden Rectangle can be found in nature and requires a reference in order to be used, therefore rendering it useless in an empty room or vast flat ground. Once Gyro receives one of the Turbo eyes from the battle with Dr. Ferdinand, he gains the Stand 'Scan', which makes an eye appear on his iron balls. This empowers the spinning motion of the balls and allows him to see through people's bodies like an X-ray, allowing him to aim at specific points for higher damage.
