The Hidden City
The Council of Heads then sent out a command to apprehend the criminal Baron Draxum for his actions that endangered the world. Thus, a pair of bounty hunters were dispatched to New York City with the goal of capturing the weakened alchemist.
Splinter, April and the Turtles later decided to do a tour of the Hidden City with each going their own way.

It was known to have had some ties to the Mystic Library.
The inhabitants of the Hidden City consisted largely of the mystical races of the Yōkai (妖怪). These were races of supernatural creatures of many different appearances, backgrounds and abilities.
Leadership of the city was maintained by the three members that made the Council of Heads.
A police force was responsible for maintaining law and order with them enforcing the Council's will. They were armed with magical items to remove spells or to apprehend their target.
Bounty hunters were used to apprehend those members of their kind that had fled the Hidden City and escaped into the human worlds. These agents were able to mask their appearance through mystical means in order to blend with the human race and not draw attention to their existence.
Inhabitants
- Baron Draxum : a purple furred humanoid feline creature with cloven hooves who was a warrior alchemist that studied mutation and wanted his kind to dominate the Earth.
- Big Mama : a female spider Yokai who was able to take the form of a human and managed the illegal fights at the Battle Nexus.
- Mayhem :
- Heinous Green : a large green monstrous Yokai who was a noted criminal though one who knew brute force rather than cunning strategy.
- Sunita :
