Judge Doom

Judge Doom was an insane toon who committed a series of murders in the Hollywood area; his victims included the brother of Eddie Valiant. Later, he took on the identity of a human judge, hired a cadre of weasel toons as his henchmen, and declared himself the authority over Toontown. He planned to use a substance he developed, dip (which could dissolve toons) in a grand plan to obliterate Toontown and replace it with a freeway. In the meantime, he involved Roger Rabbit in a murder case to distract attention away. His efforts were narrowly stopped by Roger and Eddie Valiant, and he was dissolved in dip after Eddie learned that he was the toon who murdered his brother.
