Biography
Kulak was a high priest of Brztal, a planet with a highly mystical race (now extinct). In his wanderings and desire for power, Kulak was eventually imprisoned in the ancient Earth. Awakened in the 40s by an archaeological expedition, Kulak immediately poured out his fury on Earth, being stopped by Spectre with very effort. (All-Star Comics v1 #2)
Eventually, Kulak returned, giving work to the entire Justice Society. He mentally dominated Spectre and dispersed the Doctor Fate's helmet through the Multiverse, but the hero was able to retrieve it. (All-Star Squadron v1 #28)
After JSA was freed from limbo, they fought Kulak, but the villain seemed very weaker than his previous apparitions. (Justice Society of America v2 #10)

Powers and abilities
Kulak can cast any spell known at levels that eclipses until the power of The Spectre (He was capable of win the hero and momentaneally steal his Ring of Life, which add more mystical power to the user). He also has the ability to become a giant. He knows a ritual (called Whispering Death) which increases aggressive tendencies and makes all people of a planet hating one to others (Kulak project a giant image of himself beside the Earth, screaming: "Hate! Hate!") Kulak can summon 40 members of extinct legions of warriors from Brztal, to serve as undeads.
All Kulak's powers are directed by his third eye, among the other two. Kulak was already defeated while using the Doctor Fate helmet. Nabu couldn't take his counciousness; Instead, once the helmet blocked the action of the Kulak's eye, he had his own spell turned against himself, and was banished to another dimension (normal persons using the helmet generally are dominated by Nabu or become insanes). Spectre has also defeated Kulak by reflecting back one of the own villain spells.
