Lawgiver

The Lawgiver was the writer of the Sacred Scrolls. From what he wrote (or what the apes believed he wrote), humans were taken in as pets and servants for a time until he declared that they could not be domesticated. In 3955, he is worshipped as God.

During his time, he told the story of Caesar's struggles and how peace between apes and humans was still a goal to be reached.
