Origin
The Masters of Disaster
In their first case that became known to the super-hero community, they were hired by the mother of Trina Shelton. Shelton had accidentally died during one of Black Lightning's battles. Her mother hired the Masters to kill Lightning. He was so wracked with guilt that Black Lightning surrendered to the Masters. (Batman and the Outsiders v1 #9) They escaped after this job turned sour but soon took another job offered by Maxwell Tremaine in kidnapping Sapphire Stagg on her wedding day. (Batman and the Outsiders Annual v1 #2)
The Masters were then allied with Baron Bedlam to overthrow Markovia. When the Outsiders arrive in Markovia, they were captured by the Masters. Bedlam's master plan was to revive a clone of Adolf Hitler. The Outsiders were freed by their newest member, Looker, who single-handedly defeated the Masters. Following this, Windfall finally reached the end of her rope and defected from the Masters. (Batman and the Outsiders v1 #34)
Soon, however, Windfall was recaptured by her teammates and cloned as well. (Outsiders v1 #14) When the Masters of Disaster escaped from Markovia, they sent the Windfall clone to infiltrate the Outsiders. They accepted her as a full-fledged member. (Outsiders v1 #19) Batman was wise to this, however, and the Masters were trapped. The clone was killed in a battle between she and her predecessor. The original Windfall then formally joined the Outsiders. (Outsiders v1 #20)
Windfall's sister New Wave does not like this. When Shakedown wants the team to work in peace, New Wave kills Shakedown, causing Windfall to leave the team. (JSA v1 #31)
The Masters of Disaster later gain Dust Devil and Mudslide as members when they go to steal something and end up fighting the Outsiders. When the Outsiders disagree on tactics, the Masters of Disaster get away. (Outsiders v4 #28)
Post-Flashpoint
Following the Flashpoint, a new version of reality was created with a different history of events. The Masters of Disaster
Coldsnap and Shakedown are transferred to another prison with Deadshot. Heatstroke and New Wave later attack the prison transport in order to free them only to be intercepted by jet-pack wearing S.W.A.T. officers. (Suicide Squad v4 #30)

Television
- in Black Lightning, the Masters of Disaster appeared in the setting of the live-action television series. New Wave was portrayed by actor Brooke Ence, Shakedown by actor Hosea Chanchez, Heatstroke by actor Esteban Cueto, and Coldsnap by actor Derrick Lewis. While New Wave and Coldsnap retained their comic book identities, Shakedown was renamed as Marcus Bishop whilst Heatstroke was a man named Joe. In the episode "The Book of Rebellion: Chapter Three: Angelitos Negros", Tobias Whale discovers the A.S.A. was developing metahumans for Project Masters of Disaster, which involved turning violent inmates into a metahuman attack squad before they were put into stasis pods for twenty-five years. Whale later steals the pods so he can utilize the Masters of Disaster for his purposes. In the episode "Book of Secrets: Chapter Three: Pillar of Fire", Whale awakens Shakedown to assist him in building a metahuman army by helping his hired mercenary, Giselle Cutter, steal more pods. In the episode "The Book of the Apocalypse: Chapter One: The Alpha", Whale, Cutter, and Dr. Helga Jace release the other Masters of Disaster to attack Freeland. Black Lightning and Thunder fight Heatstroke until Jace convinces Whale to recall him and the other Masters of Disaster following an attack by former minion Lala. In the episode "The Book of the Apocalypse: Chapter Two: The Omega", Coldsnap freezes Freeland's power plant. While Peter Gambi and Lightning work to thaw the plant, Black Lightning and Thunder fight and defeat the Masters of Disaster while Lala shoots Heatstroke.
- A character loosely based on Windfall named Wendy Hernandez also appears in the series who was portrayed by actress Madison Bailey. Introduced in the episode "The Book of Consequences: Chapter Two: Black Jesus Blues", this version is a teenager who became a metahuman after being exposed to the drug "Green Light" 30 years prior that the ASA captured and kept in a stasis pod. After being accidentally freed in the present, she escapes and wanders Freeland in a delirious state before Black Lightning subdues her, after which she elects to return to her pod voluntarily. Though she does not take on the identity of Windfall, she retains her aerokinetic abilities and wears a pink-and-blue outfit reminiscent of her comic counterpart's costume.
- In Young Justice, Windfall appeared in the setting of the animated television series in the episode "Leverage" where she was voiced by actress Zehra Fazal. This version was a teenage, Australian resident of the Metahuman Youth Center. As of a flashback depicted in the episode "Volatile", she had joined the Outsiders.
