The Ninth Circle

The Ninth Circle operated as a highly secretive, multi-billion-dollar international criminal cartel and rogue shadow bank that catered exclusively to the world's wealthiest corrupt elites. Prowling the Seattle docks, Green Arrow and Black Canary intervened to dismantle a human trafficking ring managed by a brutal human-smuggling gang known as the Underground Men. While clearing out the traffickers alongside their ally Emiko Queen, the heroes discovered that the captured victims were being packaged and shipped as collateral directly to the cartel's off-shore bank accounts. Oliver Queen investigated the shipping infrastructure, uncovering hidden crates bearing the official logos of his own multinational conglomerate, Queen Industries. Seeking clarification on the corporate breach, Oliver met with his trusted financial advisor and high-ranking business partner, Cyrus Broderick. Unbeknownst to the hero, Broderick was a high-ranking executive within the shadow syndicate and immediately used his communications network to coordinate an assassination directive. Acting on the executive's orders, a betrayal forced Oliver Queen into an ambush where he was shot, blindsided, and betrayed by his own family inner circle to secure the cartel's absolute control over his fortune. After Oliver Queen made an enemy of the Circle, they came to dispatch their assassin Shado to eliminate him. Queen was presumed dead from the encounter with all his assets removed and even his home destroyed. (Green Arrow v6 #2) The removal of Oliver's fortune led to him seeking revenge and as the Green Arrow he went to his former corporate headquarters at Queen Industries to confront his chief executive officer Cyrus Broderick. It was then that he learnt that Broderick was the mysterious Dante who headed the Ninth Circle. (Green Arrow v6 #3)

Overview

In appearance, the Ninth Circle presented itself as a highly structured, hellish, and deeply intimidating shadow organization that operated entirely from behind the scenes of global commerce. The group’s hidden operational footprint was defined by an elite board of directors who wore uniform, creepy white porcelain masks to completely obscure their facial identities during corporate meetings. These high-ranking corporate executives conducted their financial transactions and tribunals while wearing matching, pitch-black ceremonial robes, establishing an aesthetic of occult authority. The interior of their primary strongholds resembled a subterranean, industrial inferno, featuring massive rivers of glowing, molten lava flowing alongside high-tech monitoring terminals and data servers. For their brainwashed slaves, enforcement agents, and foot soldiers, the cartel mandated a horrifying visual marking process that reflected absolute ownership. These lower-tier personnel were subjected to severe physical branding, where molten rock was poured directly onto their flesh to permanently burn away their previous identities. This intense, scarred visual aesthetic served to distinguish the cartel's enforcers as absolute property of the bank, using an imposing and disfigured appearance to strike terror into anyone who threatened their global financial monopoly. The cartel utilized its vast financial reserves to execute hostile corporate takeovers, buying up substantial shares in global conglomerates like Queen Industries to compromise their infrastructure from within. Their intelligence division specialized in deep-level surveillance, political bribery, and high-stakes extortion to ensure that local law enforcement and regulatory agencies turned a blind eye to their human trafficking docks. Additionally, the organization demonstrated advanced tactical assassination coordination, utilizing trusted corporate proxies and hidden double agents to track superpowered targets and execute precise, synchronized ambushes against high-profile industrial rivals. Those killed by agents of the Ninth Circle were burnt with coins laid over their eyes along as well as their symbol placed on them. (Green Arrow v6 #2) Meanwhile, those that they decided to spare were left with burn marks on them and left alive as a sign of the Circle's 'mercy'. (Green Arrow v6 #3)

  • In Arrow, the Ninth Circle appeared in the setting of the live-action series set in the Arrowverse in the 7th Season. It was said to be a secret society whose origins were traced back to the 14th century in Italy where they became a worldwide criminal conspiracy responsible for funding several large scale political events such as the War of the Roses, the Colonization of the Americas and the Russian Revolution. After her mother died, a young Emiko Queen was taken in by Dante who groomed the girl to become the new head of the Ninth Circle when she vowed to destroy her biological father Robert Queen's legacy. Thus, the Ninth Circle plotted the destruction of Oliver Queen but their existence was accidentally exposed by Emiko. This saw them stripping her from her position as leader with Beatrice taking charge of the organization who sought the elimination of Emiko Queen.
