Onmyou Agency is an organization that features in Tokyo Ravens.

History

The Onmyou Agency (陰陽庁 Onmyōchō?) traced its origins to an earlier organization known as the Onmyou Bureau which was founded and flourished since the Heian period. As the years went by, Onmyoudou began to decline leading to a similar decline within the Bureau whose influene in the affairs of state began to fall. During the Meiji Restoration, Onmyoudou were declared a superstition by the Imperial government with the Bureau being abolished and Onmyouji becoming marginalised by society. It was only during the Great Pacific War that the onmouyji came back in prominence due to the actions of Yakou Tsuchimikado with the Bureau being re-established and becoming integrated with the military to serve in the war. Yakou was placed as the head of the Bureau with him being aided by the Kurahashi and Souma clans. Controlling the world of onmyouji, he was installed as King and brought the organization back from the brink of destruction where Yakou was instrumental in bringing Japan's success in the war.

With Yakou's return, the Agency's power base began to grow greatly allowing them to act more freely. In recent times, the Agency had begun to expand its jurisdiction into various fields thanks to the successful passing of the new Onmyou Law reform which widened the limits of magic use. This saw it moving to consolidate its power by bringing the disparate elements of the magic community under one banner by any means necessary. As a result, they used subterfuge and force to achieve their goals without much regard to tradition or choice for the other party.

Overview

In appearance, the Onmyou Agency was a state operated organization that was operated by the Japanese government to handle spiritual threats.

Their remit was responding to the threat of spiritual disasters that were phenomena that occurred when a being's aura goes out of control and eventually warped to the point where it could no longer be calmed. Spiritual Disaster Phenomenon were divided between:

  • First Phase : resulting in aura distortion that could not naturally recover but was still not capable of harming physical beings.
  • Second Phase : at this point, the phenomenon produced a miasma that could harm physical beings.
  • Third Phase : by this point, the spiritual disaster produced demons who materialized by absorbing or possessing an object with victims being transformed into Living Spirits.
  • Fourth Phase : the spiritual disaster began to produce multiple demons at once making it more difficult to contain by this point.
  • Fifth Phase : - a rare theorised disaster that was said to be capable of producing a god.

Some of its spellcasters were able to generate an eight-point disaster barrier to contain another person within it.

Within the agency, there were a number of different divisions which included:

  • Magic Crimes Investigation Department : Key members of the department were its Mystical Investigators who specialised in dealing with magical crimes committed by other spellcasters and acted in the role of legal law enforcement. Unlike exorcists, they did not specialise in purifying spiritual disasters and instead excelled at anti-personnel magic where they used spell binding-type magic and shikigami. It was a profession that required the most ability to enter with these investigators being permitted to use firearms.
  • Exorcism Bureau :
  • Intelligence Department :

It was responsible for handing out the certification to onmyouji after they had passed their exams. Qualification was divided by class with these including National First Class, Second Class and Third Class. Within the agency was a group of first-rate Onmyoiji known as the Twelve Divine Generals (十二神将 Jūnishinjō?) that consisted of the best spellcasters within the country. Each had mastered various high-end techniques and had gained a nickname from their particular specialisation.

They were known to use a wide-range of products from the Witchcraft Corps (ウィッチクラフト社 Witchikurafuto-sha?) that was a corporation specialising in the creation of shikigami.

Creations of the agency included:

  • W-1 Swallow Whip a man-made shikigami produced by the Witchcraft Corps that appeared as dark blue swallows with a charm in the center where they left behind a blue trail during their flights. They were deployed to bind their enemies or signal others where they worked in conjunction with certain spells with them capable of focusing or even directing magic. Swallows were able to be deployed to help produce a barrier to entrap a target.
  • Model M3 Asura : a man-made shikigami that stood at 2-meters tall with three long arms on either side of its monstrous humanoid body that was made of metal and whose head was a featureless mask. These multipurpose units were made use for use by onmyojin of the agency with the Asura able to utilise talisms to cast spells and acted in defence of their user.

It was noted that the main headquarters of the organization was located in Shinjuku.
